Continuum of Care program for individuals and families experiencing homelessness
The Continuum of Care (CoC) program is designed to promote community-wide commitment to the goal of ending homelessness. The program provides funding to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to them.
Integral Care
Provides mental health and substance use services, including housing support, for individuals experiencing homelessness in the Austin/Travis County area.

Contact coordinated entry
Individuals and families experiencing homelessness should contact ECHO (Ending Community Homelessness Coalition) or call 2-1-1 for assessment.
Complete assessment
A trained assessor will complete a vulnerability assessment to determine level of need and prioritization.
Referral
Based on the assessment, eligible individuals are referred to available housing programs, including HATC's CoC program.
Eligibility determination
HATC staff will verify eligibility, including homeless status documentation and income verification.
Housing search
Once issued a voucher, participants work with case managers to locate suitable housing.
HUD categories of homelessness
- 1Literally homeless — living in a place not meant for human habitation, emergency shelter, or transitional housing
- 2Imminent risk of homelessness — will lose primary nighttime residence within 14 days
- 3Homeless under other federal statutes — unaccompanied youth or families with children and youth
- 4Fleeing or attempting to flee domestic violence
