HATC works with landlords throughout Travis County to provide affordable housing options for families in need. When you partner with HATC, you receive reliable monthly payments, a prescreened pool of tenants, and dedicated support from our staff.

Leasing process

Express interest

Contact HATC to let us know you are interested in leasing your property to a voucher holder.

Review requirements

Review the Housing Quality Standards (HQS) to ensure your property meets federal requirements.

Submit RFTA

When a voucher holder selects your property, submit a Request for Tenancy Approval (RFTA) to HATC.

Property inspection

HATC will schedule an HQS inspection to verify your property meets quality standards.

Rent determination

HATC will determine the approved rent based on payment standards and comparable market rents.

Sign HAP contract

Once approved, sign the Housing Assistance Payment (HAP) contract and lease agreement with the tenant.

Frequently asked questions

What is the Housing Choice Voucher program?
The HCV program is a federal rental assistance program that helps very low-income families afford housing in the private market. HATC pays a portion of the rent directly to the landlord.
How much rent will I receive?
The rent amount depends on the payment standard for the area and the family's income. HATC pays the difference between what the family can afford (generally 30% of income) and the approved rent amount.
How long does the process take?
The process typically takes 2-4 weeks from the time the RFTA is submitted, depending on inspection scheduling and paperwork completion.
What are Housing Quality Standards?
HQS are the minimum quality standards for housing assisted under the HCV program. They include requirements for space, sanitation, thermal environment, illumination, food preparation, and structural quality.
When will I receive my payment?
HAP payments are made on or around the 1st of each month after the HAP contract effective date.
Can I raise the rent?
Rent increases must be requested at least 60 days before the annual anniversary of the HAP contract. HATC will review the request against comparable market rents.
What if the tenant damages my property?
The tenant is responsible for any damages beyond normal wear and tear. HATC does not pay for tenant-caused damages.
How do I report lease violations?
Contact HATC immediately to report any lease violations. We will work with you and the tenant to address the issue.
Can I terminate the lease?
Yes, landlords may terminate the lease for serious or repeated violations of the lease in accordance with state and local law.
