Family Self-Sufficiency Program
A 5-year program to help households achieve economic independence
The Family Self-Sufficiency (FSS) program is a voluntary 5-year program for current Housing Choice Voucher (HCV) and public housing residents. The program helps participants achieve economic self-sufficiency through job training, education, financial counseling, and other supportive services.
How it works
When an FSS participant's earned income increases, the additional rent the family pays as a result of the increased income is deposited into an interest-bearing escrow account. At the successful completion of the program, the family receives the full amount of the escrow savings, which can be used for any purpose — including purchasing a home, paying off debt, or investing.
Eligibility
- Must be a current HCV or public housing participant with HATC
- Must be willing to seek and maintain employment
- Must be willing to set goals and work toward economic self-sufficiency
