An innovative demonstration program
The Moving to Work (MTW) demonstration program provides HATC with the flexibility to design and test innovative, locally-designed strategies that use federal dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families.

Promote self-sufficiency among assisted families
Through innovative programs and policies, HATC promotes self-sufficiency and helps families achieve economic independence.
Increase housing choices for low-income families
MTW allows HATC to expand housing options through new development partnerships and innovative voucher strategies.
